Every game here lists minimum requirements a budget or ageing PC can meet: a small RAM figure with integrated or entry-level graphics, or an old processor. This is whether it starts and is playable, not whether it runs at high settings, and "low-end" spans everything from a recent budget laptop to an old netbook.

What games run on a low-end PC?

The most-played is Dota 2. This reads each game's own Steam requirements and checks whether the minimum is modest, not whether it will run at high settings.
Will these run smoothly on an old machine?
They meet their own minimum to launch and be playable, which is a lower bar than smooth. A ten-year-old laptop will run these but often at low settings and a modest frame rate. "Low-end" also covers a wide range: a recent budget laptop is far more capable than an old netbook.
Why is there no page for a specific graphics card or processor?
Because the requirements are free text that does not order into clean tiers. A GPU list reads "GTX 1060 or RX 580 or Arc A380"; a CPU reads "2.0 GHz" or "dual core", which say nothing comparable about real speed. Ranking them would be a wrong ordering often, and a wrong hardware claim sends someone to buy a game their machine cannot run. "Runs on a low-end PC" is a detectable, honest grouping; "needs a mid-range GPU" is not, so we do not publish it.
