How do you decide what counts as a similar game?

By overlap on the tags Steam players applied to each game, the formal genres, the themes both sit in, and whether the same studio made them. Player tags carry the most weight because players write them, so they describe how a game feels rather than how it was filed. Tags carried by more than a third of the catalogue are ignored: nearly everything is tagged Singleplayer, so matching on it is matching on nothing.

Are these recommendations ranked by quality?

No. Each list is ordered by how much a game overlaps with the one you started from. Where two overlap equally the better received one goes first, but that only moves a game a place or two. Every entry shows its own player sentiment separately so you can weigh that yourself.

Why is a game I would expect missing?

Two reasons. A game only appears if it has a Steam listing with at least fifty player reviews, because without that there is nothing to say about how it was received. And a game only gets its own page here if at least eight others overlap with it meaningfully. 2009 qualify at the moment.
